I understand cable traffic slowing internet speeds, but prior to the last month or so I had zero issues with teksavvy at any time of day. Nothing has changed hardware wise in my house apart from replacing my router in an attempt to solve my disconnection issues.

If there's a problem with Teksavvy internet, there's a problem with Rogers internet. Unless you are purchasing the DSL service, and then it's a Bell issue. These problems are likely directly related to Rogers poorly trying to shape your traffic to prevent you from streaming video online or downloading.
